What does this PR do?

Part of #277.
Depends on #346 (until it merges, only the last 3 commits are new here).

A plugin enabled with cargo agents use --global is meant for every workspace, but Codex CLI only got its skills copied into the project being synced.

Codex now receives it as codex plugin add installs a plugin: the staging root registered as the symposium marketplace and an enabled <plugin>@symposium entry in ~/.codex/config.toml, and a copy in its plugin cache, all under $CODEX_HOME when set. Codex lists it in /plugins and loads it in every project. #346's marketplace index now stays while Codex or Copilot has plugins. A plugin turned off there stays off.

Verified with Codex CLI 0.159.3 after cargo agents sync, alone and with Copilot configured: listed in /plugins and codex plugin list, skills reached the model, and removal left config.toml as it was.

Take into account:

  • codex plugin remove is undone by the next sync; turn the plugin off in /plugins or drop the --global entry instead.
  • A plugin installed by the session-start sync appears in the next session.
