Split out of #205 at review. Stacked on #205: it uses the Process tab and links to the Meeting Procedure. GitHub retargets it to main when #205 merges.

What this adds

Safety Certification Readiness (docs/process/safety_certification_readiness.md) lists 103 IEC 61508 process and documentation obligations in 14 areas. Each one has clause references, a status, an action item and a resolution that links the evidence.

Keeping the assessor's IP out

The matrix comes from the external gap-review workbook, but nothing from the workbook itself is published:

  • IDs (RM-<area>-<nn>), the grouping and all wording are ours. About 300 workbook rows were combined into 103 obligations.
  • The only thing taken over is IEC 61508 clause numbers. The standard's text isn't reproduced.
  • Not included: the assessor's row IDs, summaries, compliance arguments, evidence lists, comments, applicability, SIL and priority columns, and the cover sheet.
  • A private crosswalk from our IDs to the workbook rows is kept outside the repo.

Status is conservative

To confirm before this leaves draft

  • Jonathan is OK with publishing the matrix in this form

Verification

  • npm run build in website/ passes. The broken-link check is clean.
  • pre-commit run on the changed files passes.

IEC 61508 process and documentation obligations with status, action items
and resolutions. IDs, grouping and wording are ours; only IEC 61508 clause
numbers are referenced. Split out of #205 at review.
