Add a testing skill and clarify how Rust packages should maintain consistent semantic, layout, and naming patterns.
The testing skill requires coverage for changed behavior, 100% line coverage, and semantic review of uncovered code so tests do not preserve accidental behavior. The Conventions guide directs contributors to reuse fitting patterns across related Socketry packages and document the rationale and intended usage when a package establishes or changes a pattern. The repository update skill now includes that cross-package comparison in its audit.
