Prepare
socketry-project0.3.1 with the testing and cross-package consistency guidance merged in PR #19.The version bump updates the root and private Bake manifests, the lockfile, generated Readme release notes, and
releases.md. After review and merge, the configured crates.io environment approval enables the publishing workflow to upload the package, create thev0.3.1tag, and create the matching GitHub Release.
