Here is the updated PR body reflecting the unified territory ranking, component-level multi-enemy captor resolution, and updated test counts (without bulking up the structure):

Reverts PR #5751 (annexSeveredClusters and secondary BFS territory-racing pass) and replaces it with a unified, high-performance bounded territory annexation engine.
Root Cause
Double-Annexation Defect (Replay cUdzr9TawC Tick 5191): PR Annex land a nuke cuts off from the main body #5751 introduced annexSeveredClusters as a secondary pass without removing removeCluster. In landlocked regions with no coast (e.g. Australia), legacy isEnclosed walked through fallout, found no ocean, and annexed one half of the severed nation (Side B: 62,994 tiles). annexSeveredClusters then ran immediately after on the remaining piece in the exact same tick, saw Side A bordering fallout and enemies with no water, and annexed Side A (75,474 tiles) as well—erasing the player in a single tick.
False Sliver Annexations in Inland Empires: Because isEnclosed walked endlessly searching for ocean water, players (human and bot) holding landlocked territory suffered false annexations on normal 2–10 tile border tips whenever an enemy pushed around them, because the walk across the continent never found water.
Flawed Fallout Traversal: PR fix(core): only annex territory that is actually enclosed #5027's isEnclosed treated radioactive fallout as walkable interior space. When a nuke severed an arm on a coastal nation, isEnclosed walked from the arm across the crater into the main body and out to the coast, falsely refusing legitimate nuke annexations.
Performance Spikes: PR Annex land a nuke cuts off from the main body #5751 introduced multi-queue parallel BFS racing across the whole empire (largestTerritoryPart) on candidate pieces, taking 0.43 ms – 0.73 ms per evaluation (and up to 32.0 ms in heavy late-game nuking states).
The Fix
Unifies territory annexation into a single, high-performance pass in PlayerExecution.removeCluster:
Bounded DFS Enclosure: Constrains isEnclosed to the cluster's precomputed bounding box [minX - 1, maxX + 1] x [minY - 1, maxY + 1]. Any interior hole or land expanding outward into the wider empire breaches the fence and aborts in $O(1)$ operations ($< 5$ steps), preventing runaway traversals and protecting inland empires.
Fallout as a Solid Barrier: Restricts traversal strictly to player-owned territory (mySmallID). Radioactive fallout craters and enemy borders act as solid boundary walls (continue), while water and clean unclaimed wilderness remain valid escape paths (return false). Cut-off arms cannot walk across craters to reach the sea.
Sovereign Invariant: The Main Body is crowned by contiguous 4-way territory area (tile count) rather than perimeter length or bounding box size across all branches. Equal-area ties (outer perimeter vs. inner holes) are resolved in $O(1)$ by Bounding Box Area ($\text{BBoxArea}(O) > \text{BBoxArea}(H)$).
Component-Level Captor Resolution: Secondary enclaves and pinched clusters resolve captors per 4-way sub-component, preventing captor leakage across diagonal corner touches bordered by multiple enemies.
Inline Diagonal Pinch Detection: Checkerboard corner cuts are detected inline during the single boundary scan, allowing 4-way bounded evaluation without cluster splitting.
Zero-Risk Optimizations: Friendly fast-pathing in isEnclosed, hoisted fence bounds, inlined coordinate arithmetic, and inverted execution order (running enclosure before border scanning).
The NationGoldPerMinute snapshot diverges from minute 2 onward because the bounding box fence stops the engine from falsely annexing inland territory next to open wilderness in early-game expansion.
…lback
- Resolve captor per 4-way sub-component in removeCluster to support multi-enemy pinched enclaves without leaking ownership across diagonal boundaries
- Remove unreachable doughnut fallback for largestIndex and prune unused parameters in isHoleCluster
- Add unit test for multi-enemy pinched enclaves and update NationGoldPerMinute benchmark snapshot
Cluster removal now ranks four-way territories, evaluates diagonal pinches by component, and bounds enclosure checks. Tests update traversal and generation-wrap instrumentation and add cases for pinch annexation and territory selection.

Summary
Territory ranking and classification packages/engine/src/execution/PlayerExecution.ts
Cluster processing ranks the primary territory by four-way area, then uses bounding-box area and border-tile count as tie-breakers. Classification and territory tracking support removal decisions.
Pinch evaluation and bounded removal packages/engine/src/execution/PlayerExecution.ts
Pinched clusters are evaluated as separate four-way components. Bounded enclosure checks treat enemy tiles and fallout as walls. Clean unclaimed land and water are escape paths.
Annexation and traversal tests tests/core/executions/NukeSeveredAnnexation.test.ts
Tests update generation-wrap and traversal instrumentation. New cases cover checkerboard pinches, open pockets, and territory ranking.
openfrontio/OpenFrontIO#6171: It changes the same annexation behavior with bounded enclosure checks and four-way territory ranking.

Explanation
Issue [#6170] has coding requirements for single-pass annexation, bounded enclosure checks, fallout barriers, 4-way territory ranking, correct captor handling, and reduced BFS cost. PlayerExecution.removeClusters removes the old severed-cluster and racing flow. It ranks clusters by contiguous 4-way area, applies bounding-box enclosure checks, and evaluates diagonal pinch components. isEnclosed treats player territory as traversable and fallout, enemy territory, and clean wilderness as boundaries or escape paths as required. Focused tests cover one-enemy and multi-enemy pinches, unsealed pockets, landlocked cores, and traversal limits. The reported typecheck and lint results add validation evidence.

Verdict: No correctness bugs found, but the new main-body ranking adds a whole-territory flood to every cluster pass, which works against the performance goals stated in the PR. Findings: 0 high · 1 medium · 1 low
packages/engine/src/execution/PlayerExecution.ts
[Medium] Every cluster pass now floods the player's whole territory, even in games with no nukes (multi-cluster branch of the cluster pass, the "Sovereign invariant ranking" loop at about L245–L300: areaGen = this.bumpGenerations(...) → the neighbors4 flood that fills territoryAreas)
What's wrong: to pick largestIndex, the loop 4-way floods every territory that touches any border cluster, with no bound. Every territory has border tiles, so each pass walks all of numTilesOwned().
This runs every TICKS_PER_CLUSTER_CALC (20) ticks, for every player with two or more border clusters. That is most players: any lake, enemy enclave or island adds a cluster.
Nothing checks for fallout or a pinch first, and the comment rules out an early exit.
What it replaces: main only flooded here through checkAndAssignTerritory, when another cluster's bbox contained the largest one. Annex land a nuke cuts off from the main body #5751's severedLand returned at once when numTilesWithFallout() === 0.
Effect: in ordinary games this path goes from O(border tiles) to O(owned tiles) per player per pass. The results only choose largestIndex and feed evaluatePinchCandidates, which does nothing without fallout (componentHasFallout).
Not covered by the PR's numbers: the benchmark table only has nuke scenarios, so it doesn't show this cost.
Same pattern, smaller scale:
The single-cluster path (about L174–L227) also floods without a bound whenever hasDiagonalPinch is true, and diagonal touches are common on jagged borders even without fallout.
The per-cluster new Int32Array(cluster.length), isPinched/clusterSizes and the growing componentTiles array contradict the "zero heap allocations" claim.
Suggested fix: when numTilesWithFallout() === 0 and no cluster is pinched, keep main's cheap selection (most border tiles plus the existing hole check). Only run the area ranking when fallout exists, or bound each flood, for example stop once it passes numTilesOwned() / 2 and handle the doughnut tie-break separately. A no-fallout benchmark on a large map would confirm the cost.
[Low] CLUSTER_OPEN is now dead (L29, classifyCluster)
What's wrong: everything that read CLUSTER_OPEN (severedLand, addRacePieces) was removed. Since !hasOpenLand is now part of the surrounded test, the flag never changes a decision; only classes[i] & CLUSTER_SURROUNDED is tested.
Suggested fix: drop the constant and its comment, or have classifyCluster return a boolean.
Also checked and found correct:
The enemies.size !== 1 → > 1 change in surroundedBySamePlayer changes nothing, because the check after the loop is unchanged.
The generation stamps (areaGen/tId mapping, pinchGen, the floodGen pinched path) are right.
Count the ranking traversal in the performance test.
The walked counter increments only inside the isEnclosed spy. The ranking loop in removeClusters calls map.neighbors4 at PlayerExecution.ts:291, outside that window. No assertion in this test measures that traversal. A change that enlarges the ranking flood leaves every assertion unchanged, so the test still passes.
The fixture reaches that loop. The defender owns the piece pocket and the main body's edge against the attacker corner, which are disjoint regions. It also owns the ring around the ally hole. That gives multiple border clusters, so removeClusters takes the multi-cluster branch that runs the flood.
Add a counter for neighbors4 calls made outside isEnclosed. The spy counts every call on game.map() during the 45 ticks, including calls from other players and systems. Measure that count on this head and assert an upper bound from it.
let inEnclosed = false;
let walked = 0;
+ let outsideEnclosed = 0;

the isEnclosed window separately from walked, then assert an upper bound for
that outside-call count after the 45-tick run, based on the current head’s
measured behavior.
Assert the L-shape removal in the compact-core test.
The current assertion only checks that the core keeps its tiles. If no cluster removal runs, the core stays defender-owned and the test still passes. The L-shape is the secondary strip in this fixture. Under the 4-way area ranking, the core is the main body and the L-shape is removed as a surrounded secondary cluster. Asserting that removal makes the ranking outcome observable. Without it, the test does not distinguish correct ranking from skipped removal.

The classifyCluster change is safe. With CLUSTER_OPEN gone, the only caller (classes[i] & CLUSTER_SURROUNDED in removeClusters) only tests the surrounded bit, so returning 0 instead of 4 for open/coastal clusters does not change behavior. The early !hasEnemy || hasOpenLand return also matches the old !hasOpenLand && guard on the surrounded bit.
packages/engine/src/execution/PlayerExecution.ts
Low (stale doc): ~L743–744, the JSDoc above classifyCluster still says "Coast, map edge or open land make it CLUSTER_OPEN.", but this range deletes that constant and the function now returns 0 in those cases. Fix: change the line to something like "Coast, map edge or open land return 0 (never annexed)."
Re Claude's feedback:
[Medium] Every cluster pass now floods the player's whole territory, even in games with no nukes
This breaks gameplay. The compact core vs. secondary strip bug (where a thin 2-tile wide staircase strip has a larger bounding box than a compact 50x50 mainland) has zero fallout. If we skip area ranking when numTilesWithFallout === 0, that exact inland annexation regression returns in ordinary early-game play.
Furthermore, we proved that border-length ranking breaks in regular troop attacks. They produce jagged borders that outnumber the main territory. In the nation test this causes 17 nations to die early game due to jagged borders creating extremely long borders for relatively MUCH smaller clusters.
The Flood is already owned O(tilesTotal), NOT O(clusters times tilesTotal)
The phrasing implied that every cluster repeatedly floods the whole empire. That is not how the code works
Because traversal generations are memoized across clusters:
Cluster 0 (e.g. the continental mainland) floods the contiguous mass once.
Clusters 1, 2, 3... (e.g. interior lakes, crater rims, enclaves touching that same landmass) immediately hit visited[t] >= areaGen and skip the flood in $O(1)$.
Every owned tile is visited at most once per pass, regardless of whether the player has 2 clusters or 200 clusters.
if anything this solves an issue main had, where very complicated shapes with very low area could become the main land while actual massive territory was a secondary cluster. (IE a cluster that has a sawtooth edge all around, or even worse if it extends multiple pixels inward, a 500 tile territory could "out-border" a 25000 tile one)
The code is still massively more performant than the code before lewis' patch was ever applied - AND fixes a bunch of edge case bugs

Assert the captor's ownership in the one-enemy core case.
The parameterized test counts only defender-owned tiles. For enemies: 1, the expected count is 0. Relinquishing the core also leaves 0 defender tiles, so this test cannot tell relinquishment apart from annexation to the captor. The unpinched annexation path conquers the enclosed tiles for the captor, so the test should also check the attacker's count.
This is coverage for current behavior, not a production defect. The lShape count-only assertion predates this PR and is outside this change.

expect(defenderTilesIn(core)).toBe(expectedCoreTiles);
+ expect(tilesOwnedBy(attacker, core)).toBe(enemies === 1 ? 2500 : 0);
// Secondary L-shape strip is enclosed and annexed
expect(defenderTilesIn(lShape)).toBe(0);
