Evan merged my last PR as I was still pushing onto it, here;s the latter half
Massive re-factor. de-duplicate code into functions. Split >30 line code into helpers. add clusterTerritoryId Int32Arrays.
No functional changes in that, only re-orders except for specific changes listed below
This has four minor additional perf optimizations:
for the main territory we don't need to track players who border, it's a function that checks you're only bordered by one player, early exit if you touch two, so we need to only track 1 player, not a Set.
classifyCluster early exits on pure open land (non-claimed) instead of doing a bunch of bounding box loops
evaluatePinchCandidates used to run a BFS flood to find componentTiles, then ran through them (so a second pass), instead we now check in the primary BFS loop
the clusterTerritoryId reduces heap churn, multiple functions were generating object wrappers to pass data
However as stated; the main goal is the refactor.

Walkthrough
PlayerExecution now uses a shared cluster-removal workflow. It ranks clusters by connected territory area and updates checks for surrounded clusters, pinch candidates, and hole clusters. Tests cover a diagonally pinched tip and multiple enclosed secondary clusters.
Changes
Cluster Removal
Layer / File(s)
Summary
Territory ranking and removal passes packages/engine/src/execution/PlayerExecution.ts, tests/core/executions/NukeSeveredAnnexation.test.ts
The workflow measures 4-way territory areas, selects a primary cluster using territory area and tie-breaks, then processes primary and secondary clusters. Tests cover a fallout-severed tip and two secondary clusters removed in one pass.
Surrounded-cluster checks reject map-edge clusters, unowned neighbors, and borders with multiple enemy owners. Open-cluster classification treats any unowned neighbor, including fallout, as open.
Pinch checks and territory state packages/engine/src/execution/PlayerExecution.ts
Pinch traversal detects fallout during component traversal. Hole-cluster checks use instance territory state, which is cleared after the pinch pass and during snapshot restoration.
No actionable merge-blocking issue was established in the cluster-removal refactor. Merge after normal checks pass.

The only linked issue, #6170, is closed and marked as historical context only. No active directly linked targets remain. Its acceptance criteria do not apply to this PR. No linked-issue coding requirements apply.
Full details: Out of Scope Changes check
Explanation
The changes are in packages/engine/src/execution/PlayerExecution.ts and tests/core/executions/NukeSeveredAnnexation.test.ts. Both stay in the cluster annexation path. The PlayerExecution.ts changes match the PR goals: the shared multi-cluster workflow in removeClusters, helper extraction, clusterTerritoryId handling, single-owner tracking for the main territory, an early exit in classifyCluster, and pinch component tracking during the primary BFS. The test changes cover pinch severance and sequential secondary cluster removal, which support those changes. Some changes go beyond a pure refactor and are not listed in the PR description: the single-cluster special case is removed, classifyCluster treats fallout as open, and surroundedBySamePlayer returns Player | null and rejects more cases. These sit in the same annexation path, so they are not unrelated. This assessment relies on the supplied summaries and did not include a focused diff read of these behavior changes.

Full details: Description check
Explanation
The description matches the changeset. It states a large refactor of PlayerExecution logic into helpers, adds clusterTerritoryId Int32Arrays, and lists four performance changes. Those points align with the raw summary, which covers the removeClusters workflow, pinch candidate tracking, hole-cluster state, surroundedBySamePlayer, and classifyCluster. The description also names the linked issue and the added tests. It is specific enough to pass.

Verdict: I found no correctness bugs. The refactor appears to preserve behavior. There is 1 low-severity CLAUDE.md finding.
Findings: 0 high · 0 medium · 1 low
packages/engine/src/execution/PlayerExecution.ts
[Low · CLAUDE.md adherence] No tests accompany this engine change (packages/engine/src/execution/PlayerExecution.ts:137) CLAUDE.md says: "All packages/engine, packages/engine-api and packages/engine-lib changes must include tests." This PR changes only PlayerExecution.ts, even though the "I have added relevant tests" box is checked. The refactor also changes behavior in ways that tests should pin down:
The single-cluster fast path is gone, so a single cluster now goes through floodTerritoryAreas and the pass-0/pinch-pass path.
classifyCluster now runs lazily, after earlier removals in the same tick. Before, every cluster was classified once up front.
The fallout check now runs inside the flood.
Suggested fix: add tests to the existing cluster/enclave suites. Cover a lone pinched cluster next to fallout, which used to take the removed single-cluster branch. Also cover a case with several secondary clusters where one removal happens before the next cluster is classified.
Changes checked that look correct
The early exits in surroundedBySamePlayer: it now returns null instead of false, and both callers only test truthiness.
The early return 0 on open land in classifyCluster. The old code returned 0 whenever hasOpenLand was set.
The fallout detection in evaluatePinchCandidates. Every tile in componentTiles is popped and its neighbors scanned, so it covers the same tiles as the old second pass.
The clusterTerritoryIds / nextTerritoryId instance state. It is reset in finally, and also on snapshot restore.
Classifying lazily after removals. removeCluster bails out if any tile in the cluster is no longer owned, and a removal flips whole 4-connected components. So a cluster we still own can't have gained a newly flipped neighbor.
This range only adds two tests to tests/core/executions/NukeSeveredAnnexation.test.ts:
A 400-tile inland body with a diagonally pinched 3x3 tip cut off by fallout. This covers the single-cluster case that the refactor folded into the general path. The fallout tile next to the body gives Pass 0 an unowned neighbour, so the body itself is not annexed.
Two enclaves enclosed by the attacker, annexed in the same tick, while the main body is kept by touching the map edge.
The geometry, expected counts (399 and 1199) and helper usage are consistent with the existing fixtures. Checked for bugs and CLAUDE.md compliance.

tests/core/executions/NukeSeveredAnnexation.test.ts:988 📐 Maintainability & Code Quality | 🟡 Minor | 💤 Low value
Rename the pinch test and fix its comment. Fallout does not sever the tip.
The fallout at (39, 40) changes an attacker-owned tile to neutral fallout. It does not remove any defender tile. The tip touches the main body only at the diagonal corner (39, 39)/(40, 40), so it is already a separate four-connected territory without the fallout. Neither the test name nor the comment at line 1004 should say fallout severs the tip.

988:
Update the pinch test name and its assertion comment to describe the diagonally
pinched tip as annexed without claiming fallout severs it; the fallout call at
(39, 40) changes an attacker-owned tile and does not remove defender territory.
Assert attacker ownership in the new cluster tests.
The new pinch and secondary-cluster tests check only that defender tiles disappear. They do not check that the removed tiles now belong to the attacker. removeCluster conquers each removed tile for the capturing player, so the production path annexes correctly. A regression that only relinquishes these tiles would still pass these assertions.

Update the pinch and secondary-cluster tests to assert attacker ownership of the
removed tiles, using tilesOwnedBy with the attacker and each affected cluster
(pinchedTip, enclave1, and enclave2). Keep the existing defender-ownership
assertions.
Check both secondary enclaves after the first cluster check.
The test comment says both enclaves are annexed in the same tick. The assertions run only after the full 45-tick window. That window can hold two cluster checks, so a regression that removes one enclave per check would still pass both assertions. Record the defender's tile counts for both enclaves right after the first removeClusters() call for the defender. Use the same spy pattern this file already uses for removeClusters, filtered to player === defender. Assert that both counts are 0 at that point.

This range only changes tests, in tests/core/executions/NukeSeveredAnnexation.test.ts:
The diagonally pinched tip test drops "severed by fallout" from its name and comment. It also adds a check that the attacker now owns all 9 tip tiles.
The two-enclave test now wraps PlayerExecution.prototype.removeClusters in a spy. The spy records how many tiles the defender still holds in each enclave after its first pass, and the test checks both counts are 0, so both enclaves are removed in one pass. It also checks that the attacker ends up owning all 9 tiles of each enclave.
The spy follows the same pattern used earlier in this file. removeClusters still exists in the refactored PlayerExecution, and the afterEach hook's vi.restoreAllMocks() removes the spy after the test. The imports the new code relies on (vi, PlayerExecution, Player, tilesOwnedBy) are already present.
