[M0-S10] Issue forms, PR template, code owners and path labels #78

Problem

Blank issues and a free-form PR template produce issues without acceptance criteria and PRs without a linked issue.

Acceptance criteria

• Issue forms: bug, story, task, spike, epic (maintainers); blank issues off; links to docs and discussions
• PR template: Conventional title, Closes #n, stack section, verification (incl. the Vercel preview)
• CODEOWNERS; .github/labeler.yml maps paths to area:* labels

Notes and dependencies

Model: Room Finder .github/ISSUE_TEMPLATE/. Stack layer 2 of 3. Suggested owner: Alexander (pipeline, art, scenes, deploy).

Verification

New issue page shows the five forms; a test PR picks up area labels from its paths.
