bin/vendored_dependency.py update clearpath_common moved src/external_dependencies/clearpath_common from upstream commit 811baf06a32747be0653ea18db2c8868860d193f to 1ac29077cdc04f4614f95621b842923061002432 and re-applied its local edits without conflicts and passed the UPSTREAM.yaml ledger and license checks. Build and run the configs that use this source before marking the PR ready.

The weekly vendored-refresh job force-pushes this branch when upstream moves again, so commit follow-up fixes to a separate branch.

Refreshed src/external_dependencies/clearpath_common from 811baf06a to 1ac29077c on jazzy.
Re-applied local modifications to 147 files.
UPSTREAM.yaml ledger and policy checks pass. Review `git status`, build the configs that use it, then commit.
