Closes PickNikRobotics/moveit_pro#23409 (option 2).

Problem

The Sunday vendored-refresh job opens a same-repo draft PR for every drifted vendored source. integration-test on that PR builds the upstream code with STUDIO_CI_LICENSE_KEY, LFS_CACHE_ROLE_ARN and id-token: write before anyone has read it, so a push to any pinned upstream branch reaches CI secrets within a week.

Change

Every drifted source still gets its weekly PR, as agreed on #903; only the secret-bearing build waits for a person.

  • integration-test skips pull_request events on a draft vendored-refresh/ PR, and Build Status fails with awaiting review so a skipped test never reads as a pass.
  • Marking the PR ready for review is the sign-off. vendored-refresh-ready.yaml (pull_request_target, permissions: {}, no checkout, same-repo and branch-name guards) then pushes an empty commit through the git data API, and that push's CI run builds it. A re-run cannot do this: it replays the draft payload. The commit uses the refresh job's own identity, so Fix: Weekly vendored refresh overwrites hand-made commits on its PR branch #1027's human-commit guard still treats the branch as the job's.
  • create-pull-request now uses draft: true instead of always-true. always-true converted the PR after its push, so the push's CI run saw draft=false, and it converted on every update, which would un-ready a reviewed PR every Sunday. A new step before the push returns a ready PR to draft, with a comment naming the new upstream commit, only when the source tree changes (compared through a temporary index, the same git add -- <path> staging create-pull-request uses).
  • Tests cover the secret-bearing job set, the gate expressions, the review workflow's guards, and the pre-push step against a real git origin with a stub gh.

The rejected option 1 (auto-refresh only PickNikRobotics-owned upstreams) left 7 of 12 sources with no PR and no notification, which contradicts #903, and the owner check did not hold anyway: none of the five pinned PickNik branches is protected and ros2_robotiq_gripper has four outside collaborators with push access.

A GitHub Environment with required reviewers would record the approver and tie it to the SHA, but environment: cannot be set on a job that calls a reusable workflow, so it needs a moveit_pro_ci change plus a repo-admin environment.

Residual risk

  • repository_dispatch from a moveit_pro PR whose body pairs needs: moveit_pro_example_ws/#N with a draft refresh PR, and a manual workflow_dispatch on a refresh branch, still build it with secrets. Both need a person to name that branch.
  • A person marking the PR ready in the seconds between the pre-push draft check and the push lets that push's run build the new code.
  • Once ready, any later push by a write user runs the integration tests without another review; only a weekly refresh that changes the source tree returns the PR to draft.
  • A ready refresh PR left open re-runs the GPU integration tests each week main moves, because the action resets the branch.

Coordination with #1027

Both PRs edit the vendored-refresh job's steps. Whichever lands second puts the new pre-push step behind #1027's steps.recheck.outputs.skip == 'false', after the App token step it moves, so a source left for a person is not converted to draft.

Open refresh PRs #1054–#1058 predate this gate and already ran integration-test. Their next push or weekly update runs under it.

📝 Summary

Summary by CodeRabbit

  • Workflow Improvements

    • Vendored dependency refreshes now create draft pull requests and update existing refresh requests while preserving review status appropriately.
    • Draft refresh requests skip secret-dependent integration checks until marked ready for review.
    • Marking a refresh request ready triggers the required validation checks.
    • Refresh requests with new upstream changes may return to draft for renewed review.
    • Validation status now reflects when required integration checks are awaiting review.
  • Documentation

    • Updated guidance explains the weekly refresh process, failure recovery, review workflow, and validation restrictions.

Vendored refresh pull requests are created as drafts. Integration tests wait until review. A ready-for-review workflow triggers CI, and later upstream changes return ready pull requests to draft.

Changes: Vendored refresh review

Layer / File(s) Summary
Draft creation and CI gating
.github/workflows/ci.yaml, bin/tests/test_vendored_dependency.py
New refresh pull requests are drafts. Draft refresh pull requests skip integration-test. build-status treats that skipped job as failing while the pull request awaits review. Tests check the workflow conditions and status behavior.
Ready-for-review CI trigger
.github/workflows/vendored-refresh-ready.yaml, bin/tests/test_vendored_dependency.py
The workflow handles same-repository vendored-refresh/ pull requests marked ready for review. It checks the pull request state and head SHA, then uses a GitHub App token to push a tree-preserving empty commit without force. Tests check its permissions, branch restrictions, and update behavior.
Upstream refresh updates
.github/workflows/ci.yaml, bin/tests/test_vendored_dependency.py, README.md
When an existing ready refresh pull request receives upstream source changes, the workflow returns it to draft and comments with the upstream commit. Tests cover modified, added, deleted, and unchanged files. The README describes the refresh and review process.

Priority: ⬆️ High

Severity of issue fixed: High

Merge Risk: ⚪ Minimal · up to 3374e

The change holds secret-bearing integration tests on draft vendored-refresh pull requests. No merge-blocking risk is identified in the supplied review context. The residual dispatch paths are disclosed in the PR description and, per the author, in the README.

Full details: Description check

Explanation

The pull request description directly explains the vendored-refresh security changes, draft PR behavior, review-triggered CI, residual risks, and coordination with related work. It matches the reported changeset.

Full details: Linked Issues check

Explanation

The PR implements option 2 from directly linked issue #23409. New refresh PRs are drafts. Secret-bearing pull-request CI waits while a same-repository vendored-refresh/ PR is a draft. Build Status reports awaiting review as a failure. The ready_for_review workflow uses guarded pull_request_target API operations to create a push that runs CI after review. Changed upstream content returns an existing refresh PR to draft before the update. Tests cover the job gates, workflow guards, and refresh state transition.

Full details: Out of Scope Changes check

Explanation

The workflow changes implement the selected weekly refresh behavior from #23409. The tests verify the security gates and refresh transitions. The README documents the resulting behavior and residual dispatch cases. These changes support the issue objective and no unrelated product change is identified.

Full details: Human Review Check

Explanation

This PR requires human review. The reviewed diff adds CI/CD behavior in .github/workflows/ci.yaml and a new pull_request_target workflow. It uses SISTER_REPOS_APP_CLIENT_ID and SISTER_REPOS_APP_PRIVATE_KEY, generates an App token, requests contents: write, updates branch refs, and gates secret-bearing integration tests. These changes match the explicit failure conditions for auth, permissions, secrets, tokens, and CI/CD configuration.

Resolution

This PR requires review by a requested human reviewer. After review, a non-author requested reviewer should override this pre-merge check.

MoveIt Pro Example WS - Objectives Integration Test Report

Weekly vendored-refresh PRs build upstream code nobody has read, and
integration-test holds the license key and the LFS cache role. Skip it
while a vendored-refresh PR is a draft and fail Build Status with
"awaiting review"; marking the PR ready for review pushes an empty commit
(vendored-refresh-ready.yaml) whose CI run builds it. The refresh job
returns a ready PR to draft before pushing new upstream code.

that branch, allowing integration-test to run before review; preserve the
existing guidance for pull-request events.
