, the issue #1732 get solved.

@climbfuji this package was finally successful after fixing a series of associated packages. Now I will (1) wait the commit of spack-pacakges JCSDA/spack-packages#94. (2) Then turn the hash back to the standard repos.

@Hang-Lei-NOAA I merged the spack-packages PR, the new hash is JCSDA/spack-packages@c87baea - please update the submodule pointer to point back to jcsda/spack-packages and that commit, and pull in spack-stack develop.
