GNU reports `%++-+%` as an invalid directive. Stop treating the second `%` as a conversion specifier after flag characters. Closes: uutils#15348

GNU rejects formats like
%++-+%1212xwithstat: '%++-+%': invalid directive. Match that instead of treating the second%as a conversion character.Closes: #15348
