I don't believe GNU coreutils requires glibc 2.43, so switching the runner image to ubuntu-26.04 shouldn't be necessary.

We need to build stty against newer glibc to enable all features. So we should use Ubuntu26.04 . Or we get incorrect result.

Update GNU coreutils used at fuzzer since our goal is compat with latest version of GNU.
wgetwas unstable #13559. Try PPA instead.
