Potential improvement

Summary by CodeRabbit

  • New Features
    • GitHub pull request actions can now create configured labels that are missing from a repository. You can choose a label color using a six-character hexadecimal value; labels created during a run are included in its report.
  • Bug Fixes
    • Label creation now retries when GitHub’s API rate limit is reached. If a label cannot be created, the action logs the issue and continues without applying that label.

📝 Walkthrough

GitHub pull request actions can now optionally create missing labels. The action configuration validates label colors. Created label names are recorded in action reports, collected by Reports.Summary, and logged by the engine.

Changes: GitHub label creation

Layer / File(s) Summary
Label options and matching
pkg/plugins/scms/github/pullrequest.go, pkg/plugins/scms/github/label.go, pkg/plugins/scms/github/label_test.go, pkg/plugins/scms/github/pullrequest_test.go
The action configuration adds ForceLabelCreation and LabelColor. Validation accepts empty colors or six hexadecimal characters. matchLabels separates configured names into existing and missing labels, with tests for matching and color validation.
Create missing labels
pkg/plugins/scms/github/label.go, pkg/plugins/scms/github/pullrequest.go
When label creation is enabled, pull request updates create missing labels through GitHub GraphQL. Creation failures are logged and skipped. Rate-limit retries pass the action report through the update calls.
Created-label reporting
pkg/core/reports/action.go, pkg/core/reports/main.go, pkg/core/engine/reports.go, pkg/core/engine/manifest_upgrade.go
Action reports store created label names. Reports.Summary returns unique names, and showReports logs them. The manifest upgrade caller discards the two additional summary return values.

Merge Risk: 🔵 Low · up to 1982a

Repeating a missing label name causes an extra creation request. Its effect on the pull request is uncertain, but the established risk is bounded and does not currently block merging.

663-683: 🎯 Functional Correctness | 🔵 Trivial | 💤 Low value

Created labels are not de-duplicated when Labels has repeated names.

matchLabels iterates over p.spec.Labels without de-duplication. If a name is listed twice and the label is missing, it appears twice in missingLabels. The second createLabel call fails because the label already exists. The code logs an error for it. The label is also not added to matchingLabels a second time, so the PR result is correct. The only effect is a spurious error log and a wasted API call. Skip names that were already created in this loop.

Proposed fix
+		created := map[string]struct{}{}
 		for _, l := range missingLabels {
+			if _, ok := created[l]; ok {
+				continue
+			}
 			createdLabel, err := p.gh.createLabel(ctx, p.repository.ID, l, p.spec.LabelColor, 0)
 			if err != nil {
 				logrus.Errorf("Error creating label %q: %s", l, err.Error())
 				continue
 			}
+			created[l] = struct{}{}

Thanks for the pullrequest, this change should only affect the GitHub internal plugin "plugins/scms/github" and not core package.

The problem with this approach is the same color will be assigned to all created labels.
If we realy want to assign color to created labels, then it would probably be better to have a labels structs instead of a labels list
Personnally I think it's fine to just create them by default, and specify in the description that the label was created by Updatecli.
Folks can always modify the description later on

The GitHub label creation should only touch the github internal plugin and not the core package
