63 collection specific request options

This PR restricts the collections listed in microfilm.csv to reproduction requests during the King Library renovation. Other collections retain their normal request options.

Changes

• Adds an amber notice below the breadcrumbs explaining that the collection is available for scanning only
• Removes retrieval and save-for-later options for listed collections
• Uses the existing reproduction form, including for collections with no contents listed
• Adds a builder that converts app/Config/microfilm.csv into a collection ID lookup during Docker builds
• Shares the information icon between the renovation notice and Harmful Language Statement
• Adds tests for the CSV and request options
