Needs msprime 3.15 wheels first |
Require Python >= 3.12, add the 3.15 classifier and cibuildwheel target, and test on 3.12 and 3.15 in CI. Re-lock dependencies for the new range. Replace distutils.StrictVersion in the release benchmark script with packaging.version.Version, since distutils was removed in Python 3.12.
