What does this PR do?
Part of #277.
The Agent Plugins RFD was probed against August 2026 agent versions, and several premises no longer hold: Antigravity CLI replaced Gemini CLI, Goose has a plugin unit, other agents can scope plugins to a project, and
cargo agents removedoes not exist.This amends the RFD to match what the implementation PRs build, replacing its stale implementation details. A plugin enabled with
--globalinstalls with all its skills for every agent with a plugin unit: the Copilot CLI reads Symposium's directory in place, and the others get a copy. Project-scoped plugins keep arriving as individual skills for now, and each agent's project mechanism is recorded with its cost. The implementation plan names the PR behind each step.Verified by asking Claude Code 2.1.284, Codex CLI 0.159.3, Copilot CLI 1.0.89, Antigravity CLI 1.2.14 and Goose 1.53.0 what they loaded.
