What changes and why
Owner-authorized Claude Code capability test. Adds only docs/claude-code-verification.md as a disposable template. Do not approve or merge.
Evidence and limits
Claude Code 2.1.301 automatically loaded CLAUDE.md and imported AGENTS.md in an isolated startup test. A separate run resolved live main and local HEAD to d023ed2, read the entry points, created the fixture branch, committed and pushed using existing host credentials. Hooks and unrelated MCP integrations were disabled for isolation. This does not establish behavior under every user's custom configuration.
Validation and boundary
All three local validators reported zero violations. This PR must remain draft, with no auto-merge, approval, reviewer request or settings change. The owner prohibited merging and touching existing drafts. No secrets or private sessions were accessed. Leave open for verification.
