Description

What is the purpose of this pull request?

This pull request:

• Adds a native C implementation (Node-API addon) for the @stdlib/blas/ext/base/ndarray/sfill package.
• Implements stdlib_strided_sfill_ndarray bindings in src/addon.c and src/main.c.
• Creates native benchmarks (benchmark.native.js), examples, and tests (test.native.js) matching standard @stdlib conventions for C-addons.
• Registers the native addon in binding.gyp, manifest.json, and updates JS dispatching logic in lib/native.js.
