Add Smallstep Agent release notes page - #560

New Platform page that renders every published stable release note for the agent via the <ReleaseNotes> docs component (smallstep.com), which reads release-notes/step-agent.json from the packages bucket at page load. Each version heading is an anchor, so releases.smallstep.com links straight to `#<version>`. Listed in the manifest right after the install guide. Adds Release Notes (
/docs/platform/release-notes). The page contains<ReleaseNotes product="step-agent" />, which fetches the release-notes document from the packages bucket and renders every version's notes under a#step-agent-<version>anchor, marking versions not yet promoted to stable as edge builds. releases.smallstep.com links each version that has notes to its anchor here.Depends on the component in smallstep/smallstep.com#1228: merge that first.
