initial GH action CI build without automatic release step - #2

Thanks for adding the CI workflow. The first CI run failed in both the Release and Debug jobs during the “Build of plugin dll” step. The linker reported:
The build used GCC 16.2.0 from MSYS2 UCRT64. Could you help investigate whether the workflow needs a different or pinned MinGW toolchain version? [CI run](https://github.com/seantw/NppMenuScripts/actions/runs/40099570845) |

Seems to be an issue newly introduced to mingw, see https://sourceforge.net/p/mingw-w64/mailman/mingw-w64-public/thread/89efe6e11787ffce3b856bba2399d2aa@disroot.org/ To avoid that issue with newer mingw versions, see #3 |
