Dependency Bump Evaluation

CI status: detect-modules and build-e2e already passed on ubuntu-26.04. golangci-lint and tests are still in progress at time of evaluation — verify these pass before merging.

Notes: Ubuntu 26.04 LTS has been available since April 2026 and the renovate/stability-days check passed. Wait for all in-progress CI checks to complete before merging.
