Babel 8 is now shipped as native ESM
All presets/plugins require @babel/core@^8.0.0 as peer dependency
Node.js requirement raised to ^22.18.0 || >=24.11.0
isTSX and allExtensions options removed (auto-detected)
allowDeclareFields removed (enabled by default)
onlyRemoveTypeImports now defaults to true
Uninitialized class fields are now preserved (set to undefined)

Breaking changes:

@babel/core version mismatch (critical): @babel/preset-typescript@8 requires @babel/core@^8.0.0 as a peer dependency. This project has @babel/core@7.29.7 — these are incompatible.
@babel/preset-env version mismatch (critical): @babel/preset-env is still at ^7.28.3. All Babel ecosystem packages must be on the same major version. Mixing v7 and v8 is unsupported.
ESM-only (critical): Babel 8 packages are ESM-only. @babel/core@7 loads presets via require(), which cannot resolve ESM-only modules.
onlyRemoveTypeImports default change: Now defaults to true, which may cause runtime errors if the codebase re-exports values from type-only imports without explicit type annotations.
Uninitialized class fields behavior change: Fields without initializers will now emit undefined assignment. TypeScript files with uninitialized class fields that relied on Babel stripping them need the declare keyword.

Security concerns: None

Impact on codebase:

babel.config.js uses both @babel/preset-env (v7) and @babel/preset-typescript (now v8) — this version split will cause Babel to fail at config loading time.
@babel/core is a transitive dependency at v7.29.7 — the v8 preset cannot function with it.
CI tests on Node 22 and 24 satisfy Babel 8's Node requirement, but the core/preset version mismatch will cause build failures before Node version matters.

Recommendation: BREAKING CHANGES

Notes: This PR cannot be merged in isolation. Upgrading to Babel 8 requires a coordinated migration of @babel/core, @babel/preset-env, @babel/preset-typescript, and all other @babel/* packages simultaneously. Consider:

Closing this PR and creating a single Babel 8 migration PR that upgrades all @babel/* packages together
Following the Babel 8 migration guide for the full upgrade
