Match SPKI bytes throughout the path, including leaves and trust anchors against a static list of distrusted keys. Keys that match are rejected as distrusted for path building purposes.

Match SPKI bytes throughout the path, including leaves and trust anchors against a static list of distrusted keys. Keys that match are rejected as distrusted for path building purposes. We don't have convenient handle on a
CryptoProviderto hash arbitrary data to block by SPKI digest, so this is the next best option.Proposed release notes:
Distrust a small set of intermediate certificate subject public keys due to specific security concerns around their operation.
