API break: link: fix CAN builder for nested TDC attributes - #192

netlink-packet-route now represents IFLA_CAN_TDC and IFLA_CAN_CTRLMODE_EXT as nested attributes backed by Vec of child NLAs. Adapt the CAN link builder to the new API. Signed-off-by: Gris Ge <cnfourt@gmail.com>

Tokio 1.54 bumped its MSRV to 1.85, so update the MSRV and edition accordingly.

Also bumped MSRV to 1.85 and edition 2024 because tokio 1.54 did so.
