Declutters the public Story Share story page: the per-story actions now sit beside the title, and the redundant row of navigation buttons is gone because the Story Share top menu already covers it.

  • Public Story Share page — removed the top nav button row; Print / Bookmark / Edit moved to the top-right of the story's own section, beside the title. Bookmark shows for signed-in users, Edit for admins. On mobile the actions stack under the title.
  • Internal admin page (/stories/:id) — keeps its nav row (Portal, Story share home, All stories, Tag home, Edit, Print, Bookmark); it has no Story Share navbar, so those links are its only way to navigate.
  • New story_tag_home_path helper → the portal filter for a story's first sector, or its first audience category.

The top-of-story buttons were ambiguous: 'All stories' opened the curated
landing (not a list) and there was no quick path back to a story's tag. Give
both the public portal story page and the internal story page a consistent
subnav — Portal, Story share home, All stories (full paginated list), Tag home
(the story's first sector or category), then Edit / Print / Bookmark.

On the public Story Share story page the top button row duplicated the
portal navbar (Home = Story share home, sector chip = Tag home, logo =
Portal). Remove that row and place the real per-story actions — Print,
Bookmark, Edit — in the top-right of the story's own content section,
beside the title. Navigation now lives in the portal navbar.

Put the action buttons in the same row as the Story by/Organization/
Workshop text (right-aligned) instead of a row above it, so they use the
whitespace beside the metadata rather than pushing the page down.
