Replace the retired macos-14 runner with macos-15 - #568

The macOS 14 images are gone, and ruby-dev-builder now builds head on macOS 15, so the head and debug jobs on macos-14 could no longer build native extensions. macos-15 keeps one older arm64 macOS beside macos-latest. actions/runner-images#13518 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
