Problem

  1. The inference-router sends an agent's request to another server and, when that server refuses the agent's model, to the server's own main or helper model.
  2. That model can have a smaller output limit or context window than the one the agent was built around. The agent does not know, so it keeps sizing requests for its own model and the server refuses them. Measured 2026-10-11:
    • OpenCode sends max_completion_tokens: 256000 for nemotron-3.5-lightning-free; ete-int's Opus 5.5 refuses anything over 128000. Claude Code sends 128000, which Haiku 4.5 (64000) refuses.
    • Nemotron on the glm server counts input and output together (262144), so OpenCode's 256000 fails once the prompt passes about 6k tokens.
  3. Agents react differently: all of Claude Code, OpenCode and Bob stop on an output-limit refusal. On a context refusal Claude Code compacts for two wordings but not vLLM's, OpenCode compacts for all, Bob never recovers. Fixing each agent's reaction would not scale to more agents.

Change

The router makes a routed request fit the model it is sent to, using only the request formats, and absorbs the refusal so the agent never sees it.

  • Learning. A refusal that states a limit — Bedrock's exceeds the model limit of N, Anthropic's max_tokens: X > N / prompt is too long: … > N maximum, vLLM's maximum context length is N / max_model_len=N, and Bedrock's number-less Input is too long — teaches that limit for (server, model). It is kept in the plugin store under inference-router/limit/<server>/<model> for 30 days, and only ever lowers.
  • Resend. The router fits the refused request and asks for a resend (modify/resent with limit, value, stated). The pipeline now allows MaxResends = 2 rounds, and a Resender names each resend's reason (pctx.MarkResend, pctx.ResendReasons), so a first request can be refused for its model (403) and then for a limit (400) and the agent sees neither. The router answers each kind at most once per request.
  • Fitting before sending.
    • modify/output_capped: max_tokens, max_completion_tokens or max_output_tokens is lowered to the cap, and for a combined window to window − estimate. Never raised; only that field changes (sjson patch, no re-encode). Skipped when the body's thinking.budget_tokens would not stay below the new value.
    • modify/context_trimmed: once the estimate (bytes ÷ 3, deliberately high) passes 85% of the window, the oldest turns after the first user message are dropped to under 60%, cutting only where a user turn without a tool result starts, with a one-line note in the first message kept. The cut is reused per session while the request stays under 85%, so the prompt prefix stays stable. Anthropic messages and chat completions only; responses-format input is not trimmed.
    • skip/limit_unfittable when a single turn is larger than the window; skip/limit_not_fitted when a limit was learned but fitting changed nothing.
  • Requests the router did not redirect are never touched.

Spec and plan were reviewed in conversation and stay local (not pushed), as with earlier specs.

Testing

  • Unit tests: refusal recognition against the exact texts ete-int, ete-ext and glm returned; output capping per field (never raised, nothing else changed, thinking budget); trimming in both formats (kept head, no split tool pair, note, cut reuse and recut, stale cut, no user message, unfittable); learning (lower only, store and memory, number-less refusal at 90% of the estimate); two-kind resends; unrouted requests untouched; listener second round, no third round.
  • go test ./pipeline/... ./plugins/inferencerouter/... ./listener/forwardproxy/... passes; gofmt and vet clean.
  • End to end through a cortex built from this branch on its own ports (the live proxy was not touched), against mock servers that refuse in vLLM's wording:
    • Claude Code 2.1.295: 10/10 turns (window 40000). One refusal; the resend went out trimmed (20 messages dropped, max_tokens capped); later turns trimmed before sending. Before the fix, every turn past the window failed.
    • OpenCode 2.0.26: 7/7 turns (window 12000). One refusal; resend and later turns trimmed.
    • The first e2e run found a real bug, fixed in e63d37b: with a combined window the cap went to max_tokens: 1 when the estimate reached the window.

Not covered / known behaviour

  • Bob was not run end to end through cortex. The router replaces the Authorization header with the server's key, so a mock server cannot forward Bob's SSO token to Bob's gateway. Bob was verified with the Python prototype of the same algorithm (6/6 turns, recalled a turn-1 code word) and sends the same chat-completions format OpenCode passed with.
  • With a combined window close to an agent's fixed prompt + tools, the output field can be capped low (OpenCode got 630 in the 12k test) because the estimate runs high. On a real 262k window this happens only when a conversation cannot be trimmed further.
  • Not live-tested against the real ete-int / glm servers.

Deferred minors (from the reviews)

  • Claude Code's count_tokens requests are fitted too, so the agent can be told the size of a different body.
  • Tests do not pin switched's model half (same host, substitute model), resendForLimit's own switched check, the window bound n < estimate + output, or errorMessage's top-level message and string error paths. A refusal body that is not JSON is no longer recognised.
  • An implausible limit is dropped without a timeline row (no skip/limit_implausible).
  • conversationKey is computed on each switched request, even when no window is known.
  • One long agent task (one prompt followed by many tool calls) has no user message to cut at, so it is not trimmed and the server's refusal reaches the agent. Cutting inside it was tried and dropped: it can split off a thinking block or the latest prompt.
  • Base64 images are counted as text, so a conversation with screenshots is trimmed earlier than it needs to be. A text search for images was tried and dropped: it also matched base64 inside notebooks and web pages, and was slow on large bodies.
  • The combined-window cap can leave a very small output just below the window (estimate 997 against 1000 gave max_tokens: 3).
  • resendForModel does not apply known limits to the substitute, so a model resend can be refused for a limit already learned.
  • Trimming an already-trimmed body on a resend drops the first note and under-counts the removed messages.
  • TestRouter_EachConversationKeepsItsOwnCut does not fail with the cut keyed by session alone.
  • A package-doc line in plugin.go and the matching sentences in docs/agents/claude-code.md and opencode.md are not wrapped.
  • The trim note sits in the first kept user message, right after the original first user message: two consecutive user messages. Anthropic and OpenAI accept it; a strict chat template might not.
  • capOutput records only the last field when a body has several output fields (all are lowered).
  • The note is not added when the first kept message's content is null (trimming still happens).
  • A no-user-message body over the window is not flagged unfittable (it is sent unchanged).
  • The number-less fallback (90% of the estimate) is not guarded by kind; only window patterns can lack a number today.
  • An unfittable resend records both skip/limit_unfittable and skip/limit_not_fitted.
  • limits.Combined is never cleared once set (conservative); statuses 413 and 422 are accepted but untested.
  • MarkResend's doc could say to call it only when returning true; TestResend_ASecondRefusalReachesTheClient's name now describes the third attempt.

Summary by CodeRabbit

  • New Features
    • The inference router learns provider output and context limits from refusals and applies them to routed requests for up to 30 days. It can lower output limits or trim older conversation turns while preserving the task and recent context.
    • Refused requests can be retried up to two times. If a request still fails, the final refusal is returned.
    • Request fitting does not change the conversation displayed to the agent.
  • Documentation
    • Updated agent and plugin guides to explain request fitting and its effects on requests sent to providers.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Fit the substitute model's request before the model resend.

resendForModel changes the model with SetRequestModel(sub) and then returns true. It does not call applyLimits for the substitute. The router can already know the substitute's limits on that server. In that case the resent request goes out unfitted. The server then refuses it for a limit the router already knows. That refusal uses the second and last resend round, and it also uses the request's only "limit" answer. If one more refusal follows, it reaches the agent. Call applyLimits(pctx, server, false) after the substitution. This matches how OnRequest fits the request after chooseModel.

🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift

Validate the turn before reusing a stored cut.

If a client compacts messages after the first user message, conversationKey remains the same. The old index can still pass contains(starts, cut) while pointing to a different turn. A subsequent request that needs trimming can then discard the compaction summary or newer turns. Store and check an identity for the cut turn, or invalidate the cut when the messages before it change.

Fall back when error.message is empty.

If a refusal has {"error":{"message":""},"message":"..."}, errorMessage returns the empty string. limitRefusal then misses a supported limit message in the top-level field, so the agent receives a refusal that the router could handle. Continue to the next field when a string is empty.
