ROB-1291 Send the Prometheus tenant from the namespace label - #2213
Multi-tenant Prometheus (e.g. Mimir): with PROMETHEUS_TENANT_LABEL set, every Prometheus call of an action sends the value of that label on the action's namespace in PROMETHEUS_TENANT_HEADER (default X-Scope-OrgID). It replaces any tenant header from globalConfig or the request.
The namespace comes from the event subject (alerts, triggered actions). prometheus_enricher takes a new optional namespace param, which the UI graphs send (their manual event has no subject).
Labels are read from the runner's existing cached namespace list (get_namespace_labels, NAMESPACE_DATA_TTL), so there are no extra API calls and no new RBAC. A new namespace or a changed label is seen after the next reload.
No namespace, an unknown namespace or no label: the globalConfig headers are used unchanged, with one warning log.
Env vars, not globalConfig, because request params override globalConfig.
Also sets the namespace on HPA alert subjects, which was missing.
Off by default: nothing changes until PROMETHEUS_TENANT_LABEL is set.

The change adds namespace-label-based tenant resolution for Prometheus requests. Action parameters receive the execution event before the action runs. Prometheus parameters use the event or query namespace to set a tenant header when a tenant resolves.

Summary
Configure and resolve tenants src/robusta/core/model/env_vars.py, src/robusta/integrations/prometheus/tenant.py, tests/test_prometheus_tenant.py
Adds environment settings for the tenant label and header. The resolver looks up the configured label for a namespace and returns no tenant when the namespace or label is unavailable. Tests cover tenant lookup outcomes.
Apply tenants to Prometheus parameters src/robusta/core/model/base_params.py, src/robusta/core/playbooks/playbooks_event_handler_impl.py, src/robusta/integrations/prometheus/models.py, tests/test_prometheus_tenant.py
Parameterized actions initialize params with the execution event. Prometheus params use the event namespace or optional query namespace to resolve a tenant and set its header. HPA subjects now include their namespace. Tests cover header selection, replacement, and isolation.

With tenant labels enabled, the new namespace parameter on Prometheus queries decides which tenant's data is queried. Confirm that the UI or action entrypoint only allows namespaces the caller may access before merging. The feature is off by default, and end-to-end testing against Mimir has not yet been performed.

Authorize the selected namespace before resolving the tenant.
PrometheusQueryParams.namespace overrides the event subject namespace. An authenticated action request can pass this field through to prometheus_enricher, which sends the query with the selected namespace's tenant header. Add namespace-level authorization at the UI or action entrypoint before accepting a namespace that differs from the event subject.
