The to_datetime riscv64 test skips are rebased onto the 3.1.0 test file (pd.to_datetime instead of the bare name, a new `import re`). pandas 3.1 also dropped scripts/cibw_before_build.sh, so the workflow's CIBW_BEFORE_BUILD now only runs it when it exists.

Casting NaN to int64 is architecture dependent (INT64_MAX on riscv64), which broke to_datetime(unit=...) and to_timedelta with float NaN and 16 pandas tests.
