Adds a gated workflow that validates canonical facts, binds their commit and digest, and dispatches that identity to the website receiver. Explicit enablement and repository-scoped App permissions gate delivery; the operator guide covers rollout, disabling and a bounded heartbeat whose cancellation path completes cleanup.
Validation: 46 facts tests, 22 descriptions tests and 24 workflow tests passed. The heartbeat passed all 34 existing cases and six deterministic signal-boundary controls after the original failures were reproduced. Canonical validation and description rendering passed. The subsequent virtual-environment documentation clarification leaves the executable recipe and other source files unchanged.
Runtime proof covers Linux/Python 3.12.3; platform and fault-time limits are documented. Live provisioning, receiver rehearsal and rollout enablement remain separate operational gates.
