docs/TODO/todo-wiki-markup.md: headings,[[Article#Section]]links, HTML tables, and templates and infoboxes, in wiki articles only. Covers how s9e's HTMLElements allow-list keeps tables safe without a separate sanitizer, how wiki-only markup is kept out of forum posts (including admin-created BBCodes), which wiki syntax not to add and why, and what still needs deciding.docs/TODO.md: links the new plan, notes that the table of contents needs headings first, adds page locking to the edit-conflict entry, and adds file uploads, readable version compare, restoring an old version, and a start-discussion button.Documentation only; no code changes.
