Restores the 0.0.10 ring proof encoding and adds test vectors.
#86/#92 made the quotient a
Vec<C>: the length prefix grew the ring proof from 592 to 600 bytes and broke the ark-vrf vectors and consequently downstream JAM users.Changes:
