docs(prl): supply and burns

The docs described PRL as a "fixed" one-billion supply. The token cannot mint, but more than half of it has been burned through governance decisions. Listing sites and AI answers that read "Total Supply: 1,000,000,000" report the wrong figure.

Change

• governance/parallel-governance-token-prl/index.mdx:
  • the facts list now gives the initial supply (1,000,000,000, no mint function), the amount burned and the net supply, with links to the live endpoints;
  • a new "Supply and burns" section names the dead address, links the live endpoints, and lists the governance proposals behind the burns;
  • the page description no longer says "fixed".
• resources/factsheets/prl.mdx: the Total supply row says the same and links to the new section.

• The proposals' own running totals agree: 397,297,727.42 after PGP-37 and PIP-65 (PGP-40), then 435,279,031.37 before PGP-45's 100,000,000. The dead-address balance has only grown since.

Live endpoints: https://api.parallel.best/public/supply/prl and /circulating return 455,651,260.53 in plain text. That is exactly 1,000,000,000 minus the dead-address balance.
