Adds the OSISM 11.0.2 release notes to docs/release-notes/osism-11.md.

The section is based on the input of scripts/generate-release-changelog.sh of osism/release, made from the component changelogs and the upstream kolla-ansible changes pulled in by the image rebuild. Every item was checked against its source:

• the OSISM changes against their pull requests, e.g. kolla: Derive cinder_cluster_name for RBD-only HA defaults#329, Pass stress options through to the tool python-osism#2761, manager: Point requests at the host's CA bundle ansible-collection-services#2186 and patches: backport mariadb start_period 120s container-image-kolla-ansible#984
• the upstream changes against Gerrit: the CloudKitty HAProxy timeouts (https://review.opendev.org/c/openstack/kolla-ansible/+/1008246) and the MariaDB unhealthy-container check (https://review.opendev.org/c/openstack/kolla-ansible/+/1010920) merged on stable/2026.1 after the 11.0.1 build

The upstream ProxySQL internal TLS fix (https://review.opendev.org/c/openstack/kolla-ansible/+/994258) is not listed: it shipped with 11.0.0 and is covered in its notes. Only upstream's release note for it changed in this range.

The NetBox initial admin user and token fix was contributed by Timon Schnell (@kingspeedy95):

• netbox: build netbox_init_users as a mapping ansible-collection-services#2178

The DNS section asks operators to install the fixed systemd packages; resolvconf_dnssec: false is described as a workaround only.

The release date is 20 October 2026.
