Split python-libzim between reader and writer parts #287

Description

@benoit74

Now that libzim has introduced support for "without-writer" builds in openzim/libzim#1093, we need to consider doing the same for python-libzim.

This is a requirement for #283 to get merged.

My gut feeling is that we should have a "writer" extra: by default python-libzim will contain only the "core" (non-writer). The "writer" extra will add writer things.

Which in turns mean we need a way to specify that the extra is not available on some platforms.

This still needs to be clarified obviously.
