Adds a Tests workflow separate from the generated ci.yml, whose jobs skip same-repo PRs. It runs ./scripts/test --rerun (unit, mock-backed, ProGuard and R8 checks), then totals the JUnit results so the log shows what ran and the job fails if nothing ran or anything was skipped.
