   Questions for refinement:

   Should we implement this tutor plugin under https://github.com/openedx/openedx-tutor-plugins/?
   or should we create a new openedx/tutor-contrib-authz tutor plugin?

   Should the init command from #460 also be included in this plugin instead of directly inside tutor?
