Description

Allows apps generated from this template to be developed inside a site repo with Paragon and frontend-base bind-mounted under packages/.

The paragon peer range now also accepts a 0.0.0-dev checkout, and both are declared as devDependencies so Turborepo orders them before the app. Turborepo builds its task graph from dependencies and devDependencies only, so a peer-only declaration leaves no edge.

TypeScript is also pinned to ^5.9.3 as a devDependency. With frontend-base present as a workspace package, npm would otherwise hoist 6.x to satisfy root-level peer ranges, which in turn would break the build.
