README test matrix lists net8.0 and net9.0 after the target-framework transition #351

The README's "Build & Test Matrix" still lists the test frameworks from before the target-framework transition (#171).

• README.md, the Linux and macOS test rows: net8.0, net9.0, net10.0.
• Directory.Build.props:10: TestTargetFrameworks is $(DefaultTargetFramework);$(LatestTargetFramework), which is net10.0 and net11.0. net472 is added on Windows only.

The rows should name net10.0 and net11.0, which tests/test-roster.json also holds.

Found by a Faz 4 implementer's plan for FRZ-H1 (2026-10-16). It is outside that PR's scope, so it gets its own record.
