XML docs: timestamp members don't state their unit or type #303

What

The XML docs of timestamp members don't say what the value is. SessionInfoTime.Created and .Updated, for example, still read "Gets the created value". They are double milliseconds since the Unix epoch, which a reader can't learn from the docs. The web dashboard's builder found out by compiling: DateTimeOffset.FromUnixTimeMilliseconds(...) fails with CS1503, because it takes a long.

Found by the DevEx web-dashboard round on the master nightly d922bed, after #300. #300 gave curated descriptions only to the members the preview.10 builders hit.

Proposed

A curated description through #300's descriptions channel for the generated time members (*.Time.Created, .Updated, and the like). It states the unit and the type, milliseconds since the Unix epoch as a double, and gives a one-line conversion. Match upstream's own schema for the unit.
