Summary

Make repository-level agent-rules adoption explicit and fail closed.

Changes

  • add agent_rules: required | exempt to every entry in rollout/repositories.yaml;
  • require a non-empty agent_rules_reason for exemptions;
  • add tools/check_agent_adoption.py;
  • make the organization scan report missing AGENTS.md when the entry is required;
  • show required/pass, required/drift, required/missing and exempt in the dashboard;
  • validate the manifest before the scan starts;
  • add unit and integration tests and update WATCHDOG.md.

All current repositories are marked required. openamrobot-release is intentionally not exempted in this PR because the owner-approved reason has not yet been supplied.

Scope

  • No decisions.yaml changes.
  • No workflow activation.
  • No AI, secrets, settings or ruleset changes.
  • No product repository changes.
  • No issue-mode change; dashboard remains the default.

Tests

  • Python AST syntax validation passed for all changed Python files.
  • YAML structural validation passed for the updated repository manifest.
  • Repository CI should run the complete test suite and repository-quality checks on this draft PR.

Not verified

  • The full test suite has not been executed in this environment.
  • No repository has been marked exempt.

AI disclosure

Prepared with Codex assistance. Human review and merge are required.
