• The v3 packages require node >=22.15.0, but release-layer-nodejs.yml still publishes for nodejs20.x.
• It also pulls in @opentelemetry/core@3 next to the existing v2, so the lockfile ends up with two copies.
• CI only passed because nothing tests on Node 20. Going to v3 means dropping nodejs20.x support and doing build(deps): update opentelemetry-js monorepo to v3 #2705 alongside it.
