fix(flagd): stop the FlagStore streamer thread on shutdown - #1967
FlagStore starts a streamer thread that blocks on connector.getStreamQueue().take(). shutdown() only flips a flag and shuts the connector down, so the thread exits only if the connector puts something on the queue afterwards. SyncStreamQueueSource.shutdown() deliberately doesn't, so with the gRPC sync connector the thread stays parked in take() for the life of the JVM, one per provider instance.
FlagStore now keeps the thread in an AtomicReference and interrupts it on shutdown, the same way InProcessResolver handles its state watcher. It skips the interrupt when shutdown is triggered by the streamer itself (the SHUTDOWN payload path), and the interrupt after shutdown is logged at debug instead of warn. The thread is also named FlagStore.streamer.
Tests: added FlagStoreTest.shutdownStopsStreamerWhenConnectorEmitsNothing, which uses a connector that enqueues nothing on shutdown and checks the streamer thread is gone. It fails on main (thread still alive) and passes with the change. ./mvnw -pl providers/flagd verify passes locally on JDK 21.
The streamer thread blocks on the connector queue and only exits once it
reads a payload after shutdown. The gRPC sync connector does not enqueue
anything when it is shut down, so the thread stayed parked in take()
forever. Keep a reference to the thread and interrupt it from shutdown(),
as InProcessResolver already does for its state watcher.

Walkthrough
FlagStore now tracks its streamer thread and interrupts it during replacement and shutdown. Interruption logs depend on shutdown state. Tests verify that the replaced streamer and the streamer stopped by shutdown exit within one second.

FlagStore names and tracks the streamer thread. A second call to init() interrupts the previous streamer. Shutdown interrupts the tracked streamer after shutting down the connector, unless shutdown runs on that thread. Tests verify that the replaced and shut-down streamers exit within one second.
The reported blocked-streamer shutdown and replacement paths are addressed. No actionable merge-blocking risk remains after normal checks.

Explanation
[#1966] FlagStore.shutdown() interrupts the stored streamer when another thread calls shutdown. The streamer exits its blocking queue take. The SHUTDOWN payload path avoids interrupting the streamer itself. FlagStoreTest.shutdownStopsStreamerWhenConnectorEmitsNothing covers the reported case. A second test covers shutdown after repeated initialization.

[#1966] The streamer reference, interruption, thread name, and shutdown logging support the thread-lifecycle fix. Interrupting a replaced streamer prevents the same blocked-thread problem after repeated initialization. The tests cover both cases.

Stop the earlier streamer before init() starts another one.
A second init() replaces streamer without stopping the first thread. shutdown() interrupts only the latest thread, so the earlier thread can stay blocked on take(). This follows a timed-out initialize() that is retried before the provider reaches READY. Make init() run once, or stop the previous streamer before it starts another.

Update FlagStore.init so a retry cannot replace an active streamer without
stopping it: either ensure init runs only once, or stop the existing streamer
before starting and storing its replacement. Preserve shutdown’s ability to
terminate the active streamer.

…again
A timed-out initialize() can be retried, which calls FlagStore.init()
again. Interrupt the streamer it replaces so the old thread does not
stay blocked on the connector queue.
