Nothing bounded how many imports ran at once. Each import fans out BATCH_CONCURRENCY rows (default 20) at the vault and holds up to 5 MiB of upload in memory, so N concurrent imports meant N times that. The import route already refuses an unauthenticated caller before parsing; this adds a bound on authenticated ones.
IMPORT_MAX_CONCURRENT (default 2) sizes a semaphore in the integrator's AppState. Zero is refused at boot rather than clamped, since it would turn every import into a 429, and so is a value above Tokio's Semaphore::MAX_PERMITS, where Semaphore::new would panic.
The slot is taken after the bearer token is verified and before the handler reads the upload, with try_acquire_owned. No free slot: 429, Retry-After: 30, import_rejections_total{reason="busy"}. Nothing is queued, so a refused upload is never held open.
A synchronous import releases its slot when the handler returns.
An import over 100 rows moves the slot into the background task, so the 202 does not free it. Without that the cap would protect nothing for exactly the imports that run longest.
The upload is read within 120 s. A caller that sends its headers and then stops would otherwise hold a slot until its connection closed, and two of them lock out every other import. On expiry the handler answers 400 (import_rejections_total{reason="upload_timeout"}) and the slot goes back.
A 429 is not recorded under an Idempotency-Key. The idempotency layer released its claim only on a 5xx, so a keyed import refused as busy was stored and replayed for 24 hours to a client retrying as Retry-After told it to; it now releases on 429 too (dpp-common).
Why not a general rate limiter
The importer calls the vault over loopback for every row, and already retries a vault 429 three times. A limiter inside the vault would throttle the importer itself. Per-address limits inside the node would see one address, the proxy's, because the node does not read X-Forwarded-For. Request rates belong at the proxy; the runbook now says so, and says what stock Caddy and nginx offer. The resolver is separate and does limit per address; the runbook says how it behaves behind the proxy. No proxy snippet is included, since none has been run here.
Tests
an_import_is_refused_when_no_slot_is_free: 429, Retry-After, and the vault is never called.
a_finished_import_gives_its_slot_back: two sequential imports on a single slot both succeed.
an_async_job_keeps_its_slot_until_it_finishes: the mock vault is held at its first create; after the 202 the slot is taken and a second import gets 429; releasing the gate lets the job finish and the slot return. Seen to fail with the slot not moved into the task.
a_stalled_upload_gives_its_slot_back: the body stops halfway; the handler gives up with 400 and the slot is free. Seen to fail with the deadline removed.
a_request_turned_away_with_429_can_be_retried_under_its_key (dpp-common): the retry reaches the handler instead of replaying the 429. Seen to fail before the fix.
a_zero_import_max_concurrent_is_refused, a_value_beyond_what_a_semaphore_can_hold_is_refused and three more on parse_import_max_concurrent, which takes the raw value so no test touches the process environment.
Config default asserted in the node's config test.
The spec gains a 429 (ImportBusy) on the import route and the bundles are regenerated. just check is green locally (1596 tests, run without a pipe) and the regenerated bundle lints clean.
Not done
A per-node cap on stored drafts. One valid file can still create up to 200,000 drafts, and that is a product decision and a vault change.
An upload that carries an Idempotency-Key is buffered whole (up to 9 MiB) by the idempotency layer before the handler checks the token or takes a slot, so for keyed imports the cap bounds the imports that run, not the memory the uploads take. That layer ordering predates this change; the changelog and runbook say so. Fixing it means admitting the request ahead of the idempotency layer and handing the slot on to the background job.
Summary by CodeRabbit
New Features
Imports are limited to a configurable number of simultaneous jobs (default: 2). When all slots are occupied, additional imports receive a 429 response with a Retry-After value. Slots remain occupied until background imports finish.
Documentation
Added guidance on configuring concurrent imports and applying request-rate limits at the proxy or network service.
The integrator now limits concurrent imports with a configurable semaphore. It rejects requests with 429 and Retry-After when no slot is available. Slots remain held through synchronous processing or until an asynchronous import job ends.
IMPORT_MAX_CONCURRENT defaults to 2 and must be at least 1. The integrator and node initialize shared import semaphores from the configured value. Test fixtures initialize the new state.
Acquire and retain import slots crates/dpp-integrator/src/handlers/import.rs
The handler acquires a slot after authentication and before reading the upload. It returns 429 with Retry-After: 30 when no slot is available. The slot remains held through synchronous processing or until the background task ends. Tests cover rejection, release after synchronous imports, and retention during an asynchronous import.
Document limit and busy response api/components/responses/ImportBusy.yaml, api/paths/integrator/integrator_api_v1_import_{productGroup}.yaml, .env.example, CHANGELOG.md, docs/ops/PRODUCTION-RUNBOOK.md
The API documents the 429 response and its Retry-After header. The environment example, changelog, and runbook describe the import limit and distinguish it from request-rate limiting.

import_max_concurrent_from_env returns an error for zero, and its doc comment says so. No committed test sets IMPORT_MAX_CONCURRENT to 0. The only test references are the cleanup at crates/dpp-node/src/config.rs:832 and the default assertion at line 872. A change that clamps or defaults zero would pass the suite. The repository's testing guideline asks for a committed test in this case. When a change turns on a fact about behaviour, such as whether an input is rejected, the pull request should contain a committed #[test] that pins it.
Add a test named for the fact, for example a_zero_import_max_concurrent_is_refused. The test should set IMPORT_MAX_CONCURRENT to 0, load the configuration, and assert an error. Assert through NodeConfig to cover the wiring, or call import_max_concurrent_from_env directly. Clear the variable with the existing cleanup helper, because the tests share process environment.

Add a committed test alongside the existing import concurrency configuration
tests that sets IMPORT_MAX_CONCURRENT to zero, loads NodeConfig (or directly
calls import_max_concurrent_from_env), and asserts an error. Use the existing

Assert that the busy path never polls the request body.
an_import_is_refused_when_no_slot_is_free does not pin the behavior its doc comment describes. The test name, doc comment, and assertions do not catch a handler that reads the multipart body before it checks the slot. Such a handler would still return 429 with the same headers, and the vault would still see zero creates. Make the request body observable, then assert that it is never polled on the busy path.
The import_request helper takes a Vec<u8> body, so the test needs a variant that accepts a streaming Body and counts polls. Add that variant rather than changing the existing helper's callers.

Bound the multipart upload read while an import slot is held.
Requests without Idempotency-Key pass through the idempotency middleware unbuffered. The handler then takes the import slot at crates/dpp-integrator/src/handlers/import.rs:180 and reads the body in the multipart.next_field() loop at import.rs:203. That loop has no deadline. An authenticated caller that sends headers and then stops sending the body keeps the slot until its connection closes. Keyed uploads are buffered in the idempotency middleware before the handler runs, so they do not hold a slot during a stall.
Both supported entrypoints reach this path. The standalone integrator serves its router with axum::serve(listener, app) at crates/dpp-integrator/src/main.rs:48. The fused node nests the integrator router under /integrator and serves with axum::serve at crates/dpp-node/src/main.rs:561. Neither sets a body or idle timeout. The import route has no TimeoutLayer. The HTTP/1 header-read timeout covers only the request head.
With the default IMPORT_MAX_CONCURRENT=2, two such connections hold both slots. A third import then receives 429 until one of those connections closes.
Possible direction
Put a deadline over the whole multipart upload read in the handler. On expiry, return an error response. Returning from the handler drops the local import_slot before it moves into _import_slot at line 504, so the slot is released. A deadline on each read bounds only one stalled read, and a slow sender can keep a series of reads alive. The whole-upload deadline gives the stronger bound. The timeout value and the response code are design choices. Add a test that stalls the body and checks that the slot is released.

Admit keyed imports before the idempotency layer buffers the body.
For a keyed import, idempotency_middleware reads the whole request body before the handler runs. It reads up to MAX_BUFFER (9 MiB). The middleware checks only that a non-empty Bearer value is present. It does not validate the token. The import handler validates the token with verify_token and then takes an import slot, both after the body is read.
The PR says a slot is taken "before reading the request body". For keyed imports this does not hold. A keyed upload is read in full even when every slot is in use, so the 429 arrives only after the body is buffered. Each keyed request can hold up to 9 MiB before any admission or token check. Memory use then scales with the number of keyed requests, not with IMPORT_MAX_CONCURRENT. A request with an invalid bearer token is also buffered before verify_token rejects it.

Stalled upload: fixed in 2ae1d34. The upload is read within a 120 s whole-upload deadline; on expiry the handler answers 400 and the slot goes back (a_stalled_upload_gives_its_slot_back, seen to fail without the deadline). Keyed admission: not changed here. The buffering predates this PR, and fixing it means admitting the request ahead of the idempotency layer and handing the permit to the background job. The changelog, runbook and PR description now say the cap does not bound the memory of keyed uploads.
The reason will be displayed to describe this comment to others. Learn more.
@LKSNDRTMLKV The supplied code addresses the stalled-upload finding. One timeout covers the complete read_upload call. On expiry, the handler returns 400 and drops the permit. a_stalled_upload_gives_its_slot_back asserts permit release and zero passport creates. I have not rerun the test.
Understood on keyed admission. The buffering is pre-existing, and the revised scope distinguishes concurrent-import limits from keyed-upload memory limits. I accept deferring that middleware change rather than expanding this PR. The keyed-admission concern remains technically unresolved; the documentation change does not fix it.
