   Investigation with @abmusse revealed:

   • On test-ibm-aix72-ppc64_be-2 the header lives in /opt/IBM/openxlCSDK/include/c++/v1/source_location
   • Above file is absent on neither test-ibm-aix72-ppc64_be-1 nor test-ibm-aix72-ppc64_be-3 (hence the compilation errors)

   libc++ headers should be in libc++.adt.include which should be part of the utilities package in

   build/ansible/MANUAL_STEPS.md

   	utilities:
   	1. Download the current *.tar.Z from https://www.ibm.com/support/pages/ibm-open-xl-cc-utilities-aix-1712#DNLD

   However the link we documented says

   The Utilities package IBM_OPEN_XL_CPP_UTILITIES_17.1.2.8_AIX.tar.Z contains the following files:

   • README
     notices.htm
     license.pdf
     LicenseAgreement.pdf
     libc++.adt
     libomp.adt.include
     openxlCcmp.17.1.2.lib
     openxlCcmp.17.1.2.tools

   and does not include libc++.adt.include. We have ended up with different versions of libc++.adt.include on the machines:
   e.g.

   $ ssh test-ibm-aix72-ppc64_be-2 lslpp -l | grep libc++
     libc++.adt.include        17.1.3.0  COMMITTED  OpenMP header files
     libc++.rte                17.1.3.0  COMMITTED  OpenMP header files
     libc++abi.rte             17.1.3.0  COMMITTED  OpenMP header files
   $ ssh test-ibm-aix72-ppc64_be-1 lslpp -l | grep libc++
     libc++.adt.include        17.1.1.4  COMMITTED  C Set ++ Application
     libc++.rte                17.1.3.0  COMMITTED  OpenMP header files
     libc++abi.rte             17.1.3.0  COMMITTED  OpenMP header files

   @abmusse has found a later version of the utilities in https://www.ibm.com/support/pages/ibm-open-xl-cc-utilities-aix-1713. This one does include libc++.adt.include:

   The Utilities package IBM_OPEN_XL_CPP_UTILITIES_17.1.3.0_AIX.tar.Z contains the following files:

   • LicenseAgreement.pdf
     README
     libc++.adt.include
     libomp.adt.include
     license.pdf
     notices.htm
     openxlCcmp.17.1.3.lib
     openxlCcmp.17.1.3.tools

   and is likely (judging by the version numbers) what was installed on test-ibm-aix72-ppc64_be-2.

   @abmusse has applied the 17.1.3 version of the utilities package to test-ibm-aix72-ppc64_be-1 and kicked off a test run:
   https://ci.nodejs.org/job/node-test-commit-aix/62189/nodes=aix72-power9/

   If this works we will need to:

   • Update the link in the manual steps
   • Apply 17.1.3 utils on be-3
