The ubuntu-latest runners of the organization (GARM) deny the udev trigger and provide no usable KVM. Like nextcloud/android, run the emulator jobs on ubuntu-26.04 and make /dev/kvm accessible with chmod. Signed-off-by: binsky <timo@binsky.org>

- grant the local network permission in the CI script on API 37+, the tests can't answer the system dialog - hide the soft keyboard directly instead of using Espresso's closeSoftKeyboard(), which times out on Android 17 if no keyboard is shown Signed-off-by: binsky <timo@binsky.org>
