fix(ci): bump PDF build image to Ubuntu 26.04 LTS - #15753

actions/setup-python only ships Python builds for Ubuntu LTS releases, so the PDF jobs fail on interim releases like 25.10. Move the image to 26.04 and make Dependabot skip interim Ubuntu releases. Dependabot's bump to
ubuntu:25.10in #15360 breaks both PDF jobs:actions/setup-pythononly ships Python builds for LTS releases.This moves the image to 26.04 LTS instead, which has 3.13 builds, and tells Dependabot to skip interim Ubuntu releases so it stops proposing them. 25.10 is also EOL since July.
Supersedes #15360.
