Review comments at @src/utils/deploy/deploy-urls.ts:
- Around line 26-27: Update the siteUrl and deployUrl assignments to use truthy
fallback selection, so empty SSL URL values fall back to their non-SSL
counterparts while retaining the final empty-string fallback.
Review comments at @src/utils/socketeer.ts:
- Line 1: Update the SOCKETEER_URL initialization to trim NETLIFY_SOCKETEER_URL
and use it only when the trimmed value is non-empty; otherwise select the
existing default wss://socketeer.services.netlify.com endpoint.

Should these be override-able, too? Address here or in a follow-up or not at all, I'm not familiar with the staging story for Netlify Git.

One blocker on a potential change in behavior.

[fix] || became ?? here, so an empty ssl_url or deploy_ssl_url no longer falls back to url / deploy_url.
Not sure the API ever actually sends "" for these, but it's a quiet behavior change in a refactor. And every other spot in the CLI that does this fallback (status, open, link, init, etc.) uses ||.

I don't think this matters, and the new behaviour seems better anyway 😁 #8642 (comment)

[consider] No test for getDeployUrls. The deploy fixtures set the SSL and non-SSL URLs to the same value, so nothing would catch a change in which one wins, like the one on line 26.

[nit] An empty NETLIFY_SOCKETEER_URL gets used as-is, so the log commands end up connecting to /build/logs with no host. NETLIFY_API_URL treats empty as unset.
I see #8643 already changes this, so fine to ignore if that's landing right behind it.

Summary
In preparation for a rather large PR adding a feature to
netlify deploy, this PR makes a fewrefactors first:
getDeployUrlshelperNETLIFY_API_URLandNETLIFY_WEB_URL. It's convenient for pointing at staging, a local server, or in integration tests.Should be pretty self-explanatory!
