Unskip the five tests disabled in mongodb#3093 and gate them to skip server 7.x, where SERVER-128517's pre-auth streamable hello floor is still present (the 7.0 backport is not released yet). They run on server 8.0 and above.
The 8.2 replica-set axes failed in CI: 8.2.12 is the last 8.2 release and still has SERVER-128517's 1s pre-auth streamable hello floor. SERVER-132246 lowered the default to 500ms on 8.0, 8.3, 9.0 and 7.0, but there is no 8.2 backport and there will not be one, so skip 8.2.x alongside 7.x. Also correct the comment: the released floor is 1s, not 10s.

Re-enable the five tests disabled in #3093 for SERVER-128517. The pre-auth streamable
hellofloor that broke them is still present on 7.x (the 7.0 backport is not released yet), so the tests are gated to skip 7.x only and run on every other server version.Jira: https://jira.mongodb.org/browse/RUBY-3922
