Summary

Promote lifecycle relationship integrity and reviewed-state admission validation from next to beta.

next → beta
  guarded deprecation and reference preservation
  coordinated revocation and graph-write exclusion
  ADM validation before staged/member admission and release
  regression tests, OpenAPI definitions, and documentation

Evidence

• Before: beta lacks the changes in REST API PRs fix: keep relationships consistent when retiring objects #514 and fix(release-tracks): temporary ADM validation hotfix #515.
  After: Git's simulated merge of next into beta succeeds without conflicts. GitHub Actions will validate the proposed merge.

The merge can be reverted; persisted workflow metadata and lifecycle revisions are not automatically undone.

Changes beta lifecycle writes and release-track admission and may publish a beta release through the existing push workflow. Graph-write lock recovery is documented in the configuration guide.
